Create documentation of workflow for glow

We need task-based documentation for using effect maker to create a nice glow effect for 2D UI buttons.

1. create effect
2. apply to parts of the ui
3. modify
4. validate the result

Same as with drop shadow, we can use Figma variants as basis for this
