When dragging an effect from assets view to a node in Navigator that doesn't support effects, the effect is applied to the root node. This should not happen.

Expected behavior is to not allow dropping on a node that doesn't support effects (or at least do nothing).

Also should highlight the supported drop nodes in Navigator when effect drag starts.
