Two states can be shown as default states in one state group

Tested with the latest snapshot Built on Sep 26 2022 02:35:36, new states editor in use.

Steps to reproduce:

1. Create a new general empty project
2. Create a new state group and new state "State1" in that group
3. in "Root" state group, choose state "clicked" to be default state
4. In the other state group, choose State1 to be default state in that group
5. In Root state group, choose Base State to be default state
6. -> in new state group, both states are now shown as default states
