State gets dragged even though not selected

Steps to reproduce:

• Create/open a project
• Create new states so that you have base state + two other states
• Resize the States view so that there is empty area below state tiles
• Press mouse down in the area below base state and start dragging to the right
• At some point when dragging, state1 is grabbed even though it was not even selected. Please see attached recording.
