Move the nsis autotest to a separate binary

At the moment the nsis test is simply skipped if no makensis binary is found.

However this would cause the test to silently skip even though I want to test the nsis part (maybe the detection of the makensis binary could fail?).

So maybe it would make sense to move this into a different binary which you then can choose to either execute or not.
