handle .rc files for Windows C++ projects

    Description

      .rc files should be handled in C++ projects on Windows.

      • new file tag "winrcfile" or such
      • new FileTagger for *.rc
      • embedding the .rc file in the linker rule
      • checking that there's only one .rc file given?

          Bug - A problem which impairs or prevents the functions of the product. QBS-79 x86_64 build needs to add more to PATH
