Add functionality that cleans old build refs from the git

      Currently there are tens of thousands build refs in the git repos.
      It would be good if there was a logic to clean build refs older than 3 months.
      This should improve the performance.

      Part of the build refs are prior COIN era, so those would need to be manually cleaned by Gerrit Admins, see linked task.
