Provisioning personal sandboxes picks up wrong provisioning content

Provision a personal ref like refs/personal/tosaraja/ubuntu_1604

You would expect it to pick up the content from my personal ref for provisioning. However, the files I have in my personal ref are missing when Coin runs provisioning.
