Microservice CI/CD: make deployment second step of the pipeline, and unit test the first one

Ideally, the microsevice CI pipeline should be a two-stage one: the first one should include things like unit tests, linting, etc.

The second one should include deployment. Ideally, the second stage is automatically triggered only when merging to develop, and not on commits to other branches.
