Create a production ready image for COCO

An image which contains the latest Qt library and all relevant COCO libraires.

Just like Squish image, the entry point for this image should be a script which checks if "COCO_LICENCE_STR" is set or empty and raise an error if that is empty.

based on how COCO works - the docker file and relevant scripts have to be created.
