Add a possiblity to give access to Docker images without Gitlab

To do this, copy the login form from Onboarding to the Microservice

• so, just give to customer,  the url of the login form 
• when they login, add the user to the pilot group (and in future, the group they choose)
• return to them the docker credentials + show the relevant help.
