[spike] CLI wrappers to collect usage data of the tools

In last meeting with Tino and team, we decided that right now, its very early to collect any data. Also, we should have a reasoning behind why a specific data is collected. And so, we are putting this on kind of a hold. 

Type of data we were thinking to collect: 

• cmake usage
• build failure count
• build success count
• build timings
• cpu usage

CPU usage can be obtained from other tools as well.
