Support for Qt licence in QtCloud

We should be able to support the qt licencing as a part of Qt Cloud. This means that: 

when starting qt-cloud plugin, we should check with licence server if the Qt account (+jwt) has a valid licence for using qtcloud? 

when user does login via docker login to JFrog, something in between should check if this Qt account has access to Qt cloud stuff
