Use the similar style of pre-commit hooks from qtsdk.git. Configure hooks on directory basis.

Include the build/packaging/release scripts from following directories:

• ./packaging-tools/
• ./packaging-tools/release_tools/

Include in follow up changes:

• ./release-monitoring/
• ./online-repo-access-control/
• ./artifactory-access-control/

Possibly include Jenkins related scripts as well:

• ./jenkins-templates/scripts/
• ./jenkins-templates/projects/Coin_cloner/
• ./jenkins-templates/jenkins/scripts/
• post build scripts

Exclude scripts in package templates:

• ./packaging-tools/configurations/
