MSVC 2019 installer hung in lts-5.15

      MSVC 2019 Visual studio installer get's corrupted when we update the visual studio version. After that MSVC installer can't be run anymore. 99-msvc2019-install_components.ps1 tries to do that which cause failure/hung in provisioning
