Update MinGW used in CI

      Currently we use MinGW 11.2.0 version (GCC 11.2.0, runtime trunk - post v9), and in the meantime MinGW 12.1.0 (GCC 12.1.0, runtime v10) has been released.

      Release Release 12.1.0-rt_v10-rev3 · niXman/mingw-builds-binaries (github.com) is the upstream binary releases.

      My fork has the same configuration built at Release Release v12.1.0-rev0 · cristianadam/mingw-builds (github.com)
