the default config "default clang-tidy and clazy checks" will not use .clang-tidy file in project directory.

I must clone it as custom config, then select "use .clang-tidy file".

I expect it keep consistent with .clang-format logic for default config.

If the .clang-xxx file exist, use it, or use QtCreator's config.
