QNCM/QNAM does not tolerate connman starting late

      If QtBearer/QNAM using connman backend is instantiated before connman daemon is started, it will never recover.

      (from memory)

      • make sure connmand is not running
      • instantiate QNCM
      • start connmand
      • see that QNCN/Bearer does not recover.

      This was long fixed on Jolla fork, but never upstreamed.
